SUMMARY:Online user engagement training on agricultural season onset monitoring in Africa
DESCRIPTION:About Workshop\n \nWeather and climate play a crucial role in the socioeconomic development of African countries. The impacts of climate change\, extreme weather events\, and environmental degradation pose significant challenges for the region. Most particularly farmers are highly impacted by climate variability which exacerbates their vulnerability and leads to food insecurity. The onset of rains is shifting while their duration becomes increasingly unpredictable. \n\n\n\n\n\n\n\nIn Africa\, more than 90% of harvests come from small-scale farmers and rely most on seasonal rainfall variability. A failure in the start of the rainy season can lead to loss of crops and reseeding\, resulting in additional costs for farmers. An effective communication of climate information during the onset is crucial to avoid losses and support decision-making\, particularly to the last miles. For example\, knowledge of an early or late start to the rainy season would allow farmers to make strategic choices regarding the seed’s varieties\, labor investments\, and agricultural inputs. Accurate and accessible rainfall information enables farmers to decide not only when to plant and to harvest\, but also when to dry the crops and to look out for the outbreak of pests and diseases that can ruin yields. To help farmers monitor the start of the agricultural season\, ACMAD has developed an interactive tool that uses observed rainfall data to forecast the start of the season. This cutting-edge tool aims to respond to the needs of agriculture stakeholders in predicting and monitoring the season onset. As part of the implementation of the Global Framework for Climate Services in Africa through the Climate Services and Related Applications programme (ClimSA)\, the African Centre of Meteorological Applications for Development (ACMAD) in collaboration. \n\n\nObjectives \nThe main objective of this online user engagement training is to enhance the user community’s knowledge and skills in agricultural season onset monitoring\, utilizing advanced tools and techniques to improve decision-making in agriculture. The ACMAD’s onset monitoring tool will be presented. Participants will be allowed to provide their feedback and share best practices\, comments\, and make suggestions for improvement. DESCRIPTION:About Workshop\n \nACMAD in collaboration with WMO\, ClimSA and the National Meteorological Centre of Cameroon is organizing the consultation workshop for the establishment and operationalization of user platforms for climate services in the sectors agriculture and disaster risk management. \n\n\n\n\n\n\n\nThe Intra ACP programme ‘Climate Services and related Application (ClimSA) is part of the 11th European Development Fund contributing to the Global Framework for Climate Services (GFCS). Its overall objective is to promote sustainable development by combating climate change through strengthening the climate services value chain. \nIn this context\, the WMO is working with the ACMAD centre to implement the ClimSA programme in Cameroon\, which has been selected as the pilot country for the Central Africa region. This pilot project will benefit Cameroon’s National Meteorological Directorate and its partners. The aim of this collaboration is to carry out a review of existing climate services initiatives and determine the country’s needs for improving these services\, organise training on the climate services value chain\, assess the socio-economic benefits of climate services in the key sectors of agriculture and disaster management\, organise national and local climate forums to speed up the operationalisation of the national framework for climate services\, in particular the user interfaces\, and organise regional workshops to share experiences and support the user interfaces at regional level in Central Africa. \nThis action is also part of ACMAD’s mission to develop meteorological applications\, in particular to support the implementation of WMO programmes in Africa. \n\n\n\n\n\n\n\nObjectives \nThe main objective of the workshop is to establish or strengthen user interfaces for climate services for the agriculture and disaster risk management sectors. \nMore specifically\, the aim is to \n\n\n\n\n\n\n\n\nIdentify stakeholders and needs for climate services;\nDetermine the purpose and objectives of user platforms for agriculture and disaster risk management;\nDiscuss the gaps to be filled and the improvements to be made to the products currently provided by the National Meteorological Department and its partners;\nIdentify in depth the challenges in terms of institutional\, organisational\, technical and operational capacities and the proposed responses to be provided with a view to modernising climate services for resilience and adaptation to climate shocks;\nExchanging and proposing inter-institutional agreements with a view to formalising operational platforms;\nValidate the Terms of Reference\, the catalogues of products and services and the Rules of Procedure of the interfaces.\n\n\n\n\n\n\n\n\nEXPECTED OUTCOMES \nThe consultation workshop will provide \n\nThe needs for climatological services for the DRR and the agriculture sector are listed;\n The catalogues of products and services to meet these needs are available;\nShortcomings and possible improvements to products are documented;\nChallenges and proposed solutions for capacity development are available to modernize climate services in both sectors;\n Terms of Reference\, products and services\, Rules of Procedure for DRR-Agriculture interfaces are validated.\n\n\n\n\n\n\n\n\n\n\n\n\nDownload Workshop term of Reference \n\n\n  \n\n\nFor more inquiries\, please contact this following link: contact@acmad.org

SUMMARY:The fourth ACMAD-ClimSA Project Steering Commitee Meeting
DESCRIPTION:About Steering Commitee \nThe climate crisis and particularly extreme events has again provided more evidence as a serious threat to the existence of mankind in the African continent. Cyclone FREDDY recognized as the longest lasting on record led to about half a billion of US dollars in losses and damages.  Together with geopolitical tensions\, food insecurity and inflation in commodity markets\, climate change is affecting Gross Domestic Product (GDP) of many African countries year in year out.  Combating climate change is therefore a challenge of utmost importance at global\, continental\, national and local levels. \n\n\n\n\n\n\n\nAs a national security crisis in some countries\, climate change is being address by raising awareness on its impacts\, delivering early warnings and climate information services to build resilience and support adaptation. \nIntra-ACP Climate Services and related Applications (ClimSA) is a flagship programme funded by the 11th European Development Fund to support sustainable development through strengthening of climate services value chain by providing technical\, financial assistance and capacity building. \nIn March 2021\, the African Centre of Meteorological Applications for Development started implementation of a project under the ClimSA programme at continental level through a grant with the African Union Commission as Contracting Authority. \nThe ACMAD grant focuses on climate services generation and applications in the agriculture\, water\, health\, disaster risk reduction sectors.  The project is being implemented under five main outputs including: \n\nStructured user interfaces for agriculture\, water\, health and disasters\nBetter climate services generated and delivered\nImproved access to climate data and information\nEnhanced capacity to generate and use climate products\nClimate services integrated in policy and decision processes\n\nThrough ACNAD/ClimSA\, three User Interface Platforms have been established and are being operationalized at the continental level for agriculture and food security\, Disaster risk reduction and health. Given the significant losses and damages due to extreme events and the disruptions on the water cycle with drought impacts\, two sub UIPs on infrastructure resilience and integrated and sustainable water resource management under DRR and agriculture UIPs respectively have been initiated.  The WMO designated Regional Climate Centre for all Africa continued operating and services to UIPs developed and delivered. ACMAD is upgrading its data infrastructure with Climate and PUMA stations and preparation for the demonstration phase to become a Data Collection and Production Centre (DCPC) of the WMO Information System for Africa.  On the job training and secondments\, internships\, refresher courses\, workshops\, twining exercises\, Pre-fora competency trainings\, briefings and debriefings on outlooks\, advisories\, watches\, alerts and warnings are organized improve impact-based forecasting for warning\, preparedness planning and anticipatory action.  To accelerate mainstreaming of climate information in climate negotiations and development policies\, ACMAD attends UNFCCC Conference of Parties with side events and high-level session statements on progress on implementation of the Paris Agreement\, challenges\, lessons learnt\, key messages highlighting the urgency for climate action and perspectives for next year. DESCRIPTION:About PRESASS-11\n \nSub-Saharan Africa in general is considered to be one of the region’s most vulnerable to the effects of climate variability and change\, due to the fragility of its economy. The latter\, which is essentially based on the exploitation of local natural resources\, is highly dependent on changes in the characteristics of the rainy season. The combined effects of environmental change\, demographic pressure and strong hydro-climatic variability have considerably increased agricultural risks and natural disasters. \n\n\n\n\n\n\n\nIn order to better manage these different risks\, it is necessary to promote the scientific knowledge required for decision-making\, while at the same time strengthening the operational systems for preventing and managing these risks. \nWithin this framework\, ACMAD\, in collaboration with the Regional Climate Centre for West Africa and the Sahel (AGRHYMET)\, and other partners (NMHSs\, Basin Organisations\, International Climate Centres\, Risk and Disaster Prevention and Management Platforms and Regional User Interface Platforms\, etc.) are organizing the seasonal rainfall Outlook workshop for the Sahelian and Sudanian zones of West Africa and the Sahel (PRESASS-11). This workshop session will be followed by a day of sectoral co-production of adapted information and a day of forum to share the results of the 2024 seasonal forecasts with users\, intermediaries and decision-makers. \n\n\n\n\n\n\n\nThe main objective of the workshop is to strengthen the capacities of national services through the co-production of agro-hydroclimatic forecasts for the reduction of vulnerability. \n\n\n\n\n\n\n\nMore specially \n\nStrengthening participants’ capacities in techniques for analyzing and characterizing agro-hydro-climatic risks in relation to the rainy season for the Sahelian and Sudanian zones of West Africa and the Sahel;\nDrawing up a seasonal forecast of agro-hydro-climatic characteristics (rainfall totals\, start and end dates of the rainy season\, dry spells\, run-off from river basins);\nExchange with partners\, in particular with regional user interface platforms in the agriculture and food security sector and the water resources and disaster reduction sector\, on the results of seasonal forecasts in order to better adapt these products to their needs and take this information into account in planning;\nPrepare and disseminate the final statement to users (producers\, decision-makers and other technical
